msg has drawn up a report on the digital modularization of the concept of income on behalf of the German National Regulatory Control Council (NKR) together with the Ruhr University Bochum. At a hybrid event with around 200 participants from politics, business , science and media, representatives of the NKR and the IT planning council discussed specific solution approaches on how to accelerate the digitalization of the administration.

In various administrative matters, citizens must provide specific data, such as income, to obtain government benefits. What is meant by "income" often varies greatly from one procedure to the next. This not only creates uncertainty on the part of the applicants, but also creates additional processing work on the part of the authorities.

The concept of income is one example that makes clear the necessity to take stock of the body of law with regard to its digital suitability “To make once-only a reality and to enable a multi-procedural exchange of data, the digital suitability of the existing body of law must be improved. There must be a mandatory digital suitability check of laws as early as the legislative process.” The focus of this digital suitability check should be on the reuse of well-defined legal term modules and on the creation of necessary process flowcharts for processes whose implementation requires specific data fields, interfaces and technical procedures
